Rosa Othell Carter-Carr was born on December 17, 1937, in Douglas, Georgia, to the late Joel D. Carter and Rosa Jordan Carter. She was educated through the Coffee County School System. She graduated from George Washington Carver.

Othell loved to sing. She was a member of a gospel group with her late brother Warren Carter, sister Lossie Mae Fletcher and three other members. Mrs. Carr attended The Kingdom of God under the leadership of the late Bishop Sapp and later under the late Bishop Noel Nothing. She moved to Fort Lauderdale, Florida, where she met and married the late Henry Carr.

She was preceded in death by two daughters, Michelle and Pamela Carr; three brothers: Lott Carter, Dennis Carter, and Warren Carter; six sisters: Lossie Fletcher, Dorothy Carter, Ola Mae Carter, Lilla Streeter, Luara Lester, and Ruthie Mae Jackson. She leaves to cherish her memories: three children: Patricia King of Douglas, Georgia, Tommie Carter of Douglas, Georgia, and Veronica (Kenny) Carr -James of West Palm Beach, Florida; eleven grandchildren; and a host of great -grandchildren, nieces, nephews, and cousins.
