Convicted sex offender arrested for failure to register, living too close to a church

On January 3, 2025, Coffee County deputies arrested Randall Lee Chapman, 36, of Douglas, a convicted sex offender, for failure to register after changing addresses.

A report from the sheriff’s office states that on January 3, a detective went to 100 Parkway Road to verify Chapman’s address. An individual at the home stated that Chapman hadn’t been there for a month and he was living with his girlfriend. The detective figured out that the girlfriend’s address was 216 Red Oak Street. The detective and a deputy went to the address and found Chapman there with his girlfriend.

When questioned, Chapman first stated that he had gotten to the Red Oak Street address that day. Then he said he had been there for about a month. The report states that Chapman’s girlfriend reported that he had been there since Christmas Eve.

Chapman was transported to the law enforcement center where he again stated that he had been there for a month. The report also says that Chapman apologized for lying and he knew he was supposed to notify law enforcement within 72 hours of changing addresses.

The Red Oak Street address is also 612 feet from Truth In Action Church, which is a violation of proximity. Chapman was arrested and charged with failure to register as a sex offender/failure to comply with requirements/provided false information, registered sexually dangerous predator restricted employment/volunteer violation when act was committed, and a 48 hour detainer.
