A Douglas man was arrested then released from jail after he allegedly hit his ex-girlfriend in the face, closing her eye and possibly giving her a concussion, according to a Douglas Police Department report.

The incident occurred on January 13, 2024. The report states that an officer responded to Coffee Regional Medical Center after the victim’s father reported that the victim had been hit in the face by 32-year-old Billy Toombs, her ex-boyfriend, the report states. The officer spoke with the victim who had visible injuries and was displaying concussion-like symptoms, according to the report.

The victim, however, stated that she had fell in the bathtub and hit her eye on the faucet. The officer asked her again what happened and she gave the same reply, the report states. With no further information, the first officer did not file any charges.

About an hour and a half later, however, another officer went to a location that had video evidence of an altercation between the victim and Toombs, the report says. An individual at the secondary location stated that the victim and Toombs had gotten into an argument over the victim’s phone the day before. There was video evidence of an altercation between the victim and Toombs, the report states. The officer watched the video and could hear the victim stating that Toombs had pushed her so she pushed him back. Then Toombs punched the victim in the face, the report says.

Toombs was arrested and charged with aggravated battery (family violence). He was jailed the released on bond.
