The Valdosta Police Department is seeking the public’s assistance in locating Bernard Foster, Jr. and Tevan Bivins, who are wanted for murder after a shooting that occurred in the 1500 block of E. Park Avenue.
On July 27, 2026, at 4:20 p.m., numerous first responders responded to Prospers Apartments at 1503 East Park Avenue after several people called E911 to report that multiple people were shooting guns inside the complex between two buildings. One witness told the E911 dispatcher that it appeared that someone had been shot, and the victim, who had also been seen shooting a gun, had been put in a vehicle that was trying to leave the scene.
Valdosta police officers stopped the vehicle at the entrance of the apartment complex, where they found Christopher Moore, 29, unresponsive inside the vehicle. Officers removed Moore and attempted life-saving measures until the Valdosta Fire Department and South Georgia Medical Center Emergency Medical Services arrived on the scene. Moore was pronounced deceased at the scene.
Through investigation and evidence located at the scene, Valdosta police detectives determined that Moore had been involved in an argument with Bernard Foster, Jr., 18, while standing outside. During the argument, both Moore and Foster produced firearms and allegedly discharged them. While Moore and Foster appeared to be shooting at each other, Tevan Bivins, 17, approached Moore and started shooting at him as well.
While Moore’s family was attempting to get him to the hospital, Foster, Jr. and Bivins fled from the scene. Currently, their whereabouts are unknown. Detectives have obtained arrest warrants for both Foster, Jr. and Bivins for murder (felony), aggravated assault (felony), and possession of a firearm during the commission of a felony (felony).
The Valdosta Police Department is seeking the public’s assistance in locating Foster, Jr., and Bivins, who should be considered armed and dangerous. Foster, Jr. is described as 5’7, 140, with black hair and brown eyes. Bivins is described as 5’5”, small to medium build, with black hair and brown eyes, and tattoos on his throat and neck.
If anyone knows their location, please call 911 immediately. If anyone is found to be aiding Foster, Jr. and Bivins in avoiding apprehension by law enforcement, they will be charged.
“Throughout this investigation, we have heard comments about retaliation in response to this homicide,” said Chief Leslie Manahan. “Retaliation will not change the fact that this senseless tragedy has occurred, but will only create more victims, more grieving families, and more violence in our community. It also takes time away from law enforcement searching for these two dangerous offenders. Anyone who chooses to retaliate will be held accountable for their actions. Too many lives have already been changed today; we cannot allow one tragedy to become another.”
