Are you interested in providing cultural arts to our community?  If so, then the City of Douglas is looking for you.  The City of Douglas is seeking an individual, club, or a business that would like to submit a proposal for the day-to-day management of the Martin Centre.  The Martin Centre is a city-owned performing arts theatre with a capacity of 750 seats, located in downtown Douglas.

“The Martin Centre is the perfect host for a variety of events throughout the year,” says Georgia Henderson, City of Douglas Public Information Director.  “While, currently, the facility is available for private lease, we would like to see the facility used to its full capacity.”

The City of Douglas would like to enter into a multi-year agreement for management of the Martin Centre for a three (3) year period. Once a person or firm is selected, the firm will negotiate and enter into a contract, based on the scope of work, with the City of Douglas during the term of the contract.

The firm, organization, promoter, or individual and any sub-contracts proposed shall not discriminate on the basis of race, color, national origin, or sex in the performance of this agreement. The firm, organization, promoter, or individual shall include in their proposal the responsibility to the following: pay monthly utility and telephone bill for the Martin Centre, be responsible for regular cleaning before and after usage; provide office, paper and general supplies needed to service building; provide open/close person during event; provide a sound and light tech during events that require service to insure the well-being of the equipment; allow the City of Douglas in-kind usage of facility for city-sponsored events; and be responsibility for providing programs in theatre and subleasing to the general public for events.

A pre-proposal submission meeting is scheduled for 2:30 p.m., Wednesday, February 3, 2016 at the Martin Centre, located at 109 East Ashley Street in Douglas. Attendance at the pre-proposal meeting is encouraged but not mandatory. Please submit any questions regarding this RFP via email to Mrs. Georgia Henderson at ghenderson @ cityofdouglas.com.

The deadline for questions shall be 4 p.m. on February 9, 2016 (one week before the RFP’s are due). Deadline for submittal is 4 p.m., on Tuesday February 16, 2016, at City Hall-City Clerk’s Office, which is located at 224 E. Bryan Street.

The proposal should be delivered in a sealed envelope or box clearly marked, “Facility Management for Martin Centre.” The City of Douglas shall assume no responsibility for responses that are received after the prescribed time, or that are not properly addressed or identified.
