A Douglas police officer arrested a homeless man on a warrant out of New York at a home on Franklin Street earlier this month. The individual, identified as Emeka Dimpka, 36, had dropped his daughter off at the residence earlier in the day.
The incident happened just before 11 p.m. on April 6, 2026. A report describing the incident states that Dimpka showed up around 5 p.m. that day asking if he could leave his daughter at the house. The complainant said it was OK. Dimpka said he would return at 11 p.m. to pick her up. But he hadn’t returned and the child didn’t have on any underwear. The complainant said she didn’t have any other clothes for her to wear, either.
Officers spoke with Dimpka’s mother via telephone, who said that she had no way of contacting Dimpka. He had given her a handwritten notarized note granting her temporary custody of the child, the report says.
Officers learned that Dimpka had an active warrant with full extradition out of New York. An incident report says that Dimpka returned at 11:40 p.m. A police officer was waiting on him and placed him under arrest. He was charged with fugitive from justice and transported to the Coffee County Jail.
The child was taken to Dimpka’s mother’s home.
