On March 2, 2026, an officer with the Douglas Police Department arrested a pedestrian for allegedly being under the influence and violating crosswalk ordinances.
An incident report from the police department states that around 6:30 p.m. on March 2, a DPD officer was stopped at a red light on Madison Avenue near Trojan Lane when he saw a pedestrian, identified as Mark Andrew Lono Casiple, 36, of Douglas, walk across the road without the right of way and almost get hit by a vehicle. Earlier in the day, other reports had come in of a pedestrian walking into traffic. The individual from the earlier incident was also identified as Casiple.
The officer stopped Casiple and spoke with him. The report says that Casiple was agitated and kept pulling items out of his pockets. When the officer asked him questions, he spoke very fast – to the point that the officer couldn’t understand what he was saying, the report says.
Finally, the officer gathered enough information to run it through the computer. Nothing came back, the report says. Casiple also kept putting his hands in his pockets after being asked not to so the officer placed him in handcuffs. The report says that Casiple admitted to drinking alcohol and had a half-empty bottle on him.
The officer arrested Casiple and charged him with pedestrian under the influence and a crosswalk right of way violation. He was taken to the Coffee County Jail and later released.
